White Plains repositions to draw new residents

The city has built bike paths; promoted a car-sharing programme; plans to redevelop area around train station for mixed use, including retailing, residential and park space

Construction began in November at 55 Bank St, two 16-storey residential towers totalling 561 apartments. The first building, with 288 units and ground-floor retail space, will open in 2017.
