Europe to make telecom investments attractive

European Commission's new digital chiefs support plans that will relax the region's strict rules on telecom mergers

The European Securities and Markets Authority (ESMA), one of the region's main regulatory bodies, raised its market risk indicator to its highest possible level on Monday.


POOR cellphone and Internet service is a fact of life in many parts of Europe.

Less than a quarter of Europeans can connect to high-speed cellphone networks, compared with about 90 per cent of Americans. And broadband connections are often painstakingly sluggish.
