Russia 'on board' with agreement to cap oil output: Opec chief

RUSSIA, the world's biggest energy producer, is "on board" with an Opec (Organization of the Petroleum Exporting Countries) agreement to limit crude oil production to help rebalance the market, according to Opec secretary-general Mohammed Barkindo.
