WITH Budget 2015's surprise revenue-strengthening measures, it's clear that the discussion on how to foot Singapore's rising expenditure needs has already begun. But the conversation needs to continue, and it's something the next term of government will have to deal with.
After all, if Singaporeans expect the government to do more - whether through greater spending on healthcare and infrastructure, or through further measures to strengthen the country's social safety nets - surely the social compact must change.
