PAP: Town councils, not URA, are responsible for estate upgrading

It says Chee has repeated his opposition party's "basic misunderstanding" over the role of town councils

THE kerfuffle over estate upgrading in Bukit Batok, chiefly the issue over who is responsible for initiating and executing these plans, continued on Thursday, the second day of campaigning for the by-election in the ward.

In a statement, the People's Action Party (PAP) explained that the Urban Redevelopment Authority was the agency tasked to put together a national master plan to guide the overall development of land in Singapore.
