FORMING the right policies around a piece of infrastructure is as important as actually building it, Finance Minister Heng Swee Keat said on Wednesday.
He made this point at the Global Infrastructure Initiative, a meeting of leaders in infrastructure and capital projects, when he was asked how Singapore undertakes its long-term urban planning.
