The government will set up a new Changi Airport Development Fund, and make an initial injection of S$3 billion into the fund, said Tharman Shanmugaratnam, Deputy Prime Minister and Finance Minister, on Monday.
"This can be topped up subsequently when our fiscal position allows," he said.
