Bipartisanship is alive and well on Capitol Hill when it comes to China and industrial policy

    After failing to win congressional approval of all his massive “Build Back Better” spending bills, it won’t be surprising if President Joe Biden’s major legislative achievements in office are going to be two bills that could only pass for a simple reason: They both enjoyed bipartisan support.

    In fact, it was astounding that with their slim majority in the House of Representatives and with the Senate evenly split between the two major parties, the White House and the Democratic lawmakers expected to earn congressional support for an expenditure of trillions of US dollars on a radical restructuring of the American economy.
