Shanmugam, Vivian’s Ridout properties among several where SLA spent over S$500,000 for repairs
THE Ridout Road properties rented by two ministers are not the only black-and-white bungalows for which the Singapore Land Authority (SLA) spent over S$500,000 on repair works.
In response to media queries, SLA provided four additional examples of preparatory works done on black-and-white bungalows on Malcolm Road and Orange Grove Road.
These works are done to make these state properties habitable for tenants.
Cost-benefit analysis is done so that the potential rent received will more than justify the works over their expected service life.
For example, SLA spent some S$1.13 million for repair works on a Malcolm Road property with a gross floor area of 480.2 square metres.
This included general building repairs; structural repair works with extensive replacement of timber support; and asbestos removal, among others.

Repair works for the other three properties cost S$408,800, S$591,300 and S$802,500 respectively.
SLA spent S$515,400 for preparatory works for No 26 Ridout Road, leased to Law Minister K Shanmugam, and S$570,500 for No 31 Ridout Road, leased to Foreign Affairs Minister Vivian Balakrishnan.
Both properties required works such as general building repairs, electrical rewiring, horticulture works, road and fencing repairs, and termites treatment.
No 26 also required sewerage repair and water pump repair, while No 31 required the replacement of a water tank as well as roof repair and water-proofing.
Beyond these “essential repair works” carried out by SLA, both ministers carried out additional improvement works at their own cost. Shanmugam spent over S$400,000, while Dr Balakrishnan paid more than S$200,000.
