Hong Kong, Shanghai: Stocks rise at open

[HONG KONG] Hong Kong and Shanghai stocks rallied after the open of trade Thursday as investors cheered the Federal Reserve's decision not to lift interest rates.
The Hang Seng Index in Hong Kong jumped 1.06 per cent, or 250.28 points, to 23,920.18.
And the benchmark Shanghai Composite Index rose 0.41 per cent, or 12.55 points, to 3,038.42 while the Shenzhen Composite Index, which tracks stocks on China's second exchange, gained 0.55 per cent, or 11.04 points, to 2,016.64.
