US Internet traffic rules could change how AT&T, Netflix do business

TOM Wheeler, chairman of the US Federal Communications Commission (FCC), has outlined a sweeping new set of proposals regulating how companies deliver data over the Internet.

The rules, which would end more than a decade of debate over the open Internet, are designed to protect consumers by barring companies from blocking or slowing Web traffic.
