Helping hands dominate a lift-me-up budget for 2014, especially for those whose hands built the nation. Small and medium enterprises will enjoy a host of incentives to grow and improve productivity, while lower-income households, disabled people and the elderly will receive substantial support schemes, all in the name of creating quality growth and a fair and equitable society. It was a budget that sought to be more progressive by lifting the base rather than taxing the top.
