EU struggles to punish Volkswagen for emissions cheating

With the auto sector under the authority of national governments, EU lacks the power to fight the automaker

A YEAR and a half after the Volkswagen "Dieselgate" scandal erupted, the European Union is struggling to punish the Germany-based auto giant for emissions cheating and ensure customers are compensated.

In the United States, where authorities first exposed the wrongdoing, VW has already committed to pay US$23 billion to aggrieved customers to settle lawsuits in addition to repairing the vehicles.
