Having lived in Hong Kong for many years, I do agree with the sentiments that Hong Kong is starting to lose some of its appeal as a financial hub. Depending on who you speak to, some locals do have the view that various policies implemented over recent years have either been purposeful to weaken the country's competitiveness in favour of the Mainland's growth, or to create temporary constructs to help fuel it. Increasingly, it feels more like "two countries; one system".
