OVER the course of the by-election campaigning in Bukit Batok, the People's Action Party's (PAP) candidate Murali Pillai has trotted out numerous plans for the constituency, such as the setting up of a mobile clinic, a job placement scheme and an eldercare centre.
When asked on Wednesday whether these programmes could be construed as "carrots" to woo the ward's 25,727 voters, the 48-year-old lawyer said it was up to the residents to decide if they wanted to support his ideas.
