[SINGAPORE] Changi Airport has started redeveloping its former Commercially Important Persons terminal site, replacing it with a private terminal.
The works also include an extension of the airport’s existing Hub & Spoke amenities cluster, said Changi Airport Group (CAG) on Wednesday (Apr 15).
The premium terminal, located at the southern node of Terminal 2, will open in mid-2027.
Jointly operated by CAG and hospitality company Plaza Premium Group (PPG), the terminal will provide fee-paying passengers access to various facilities, such as a lounge, bar, private suites and bespoke dining services.
Passengers using the terminal “will be able to rest and recharge in an exclusive space, before being facilitated for their flight”, CAG said.
An event space for larger groups of travellers will also be located in the terminal.

Ang Siew Min, senior vice-president of CAG’s airport operations development and airport operation services, said the terminal is meeting demand for “a personalised premium experience”.
Retail expansion
Alongside the private terminal revamp, the existing Hub & Spoke amenities cluster will be extended with more dining options, wellness and pet-friendly facilities open to the public.
The upgraded facilities will complement the new private terminal, with nearby dining and wellness offerings “further enriching” the suite of options available to passengers, said Ang.
Changi Airport’s first covered amphitheatre and open-air plaza will be located within the cluster. It is designed to host small to mid-scale events.
Commenting on the works, CAG said: “With its close proximity to Terminal 2 and the upcoming Hotel Indigo, the upgraded private terminal and expanded Hub & Spoke are poised to transform the southern node of Changi’s Terminal 2 into a travel, lifestyle and wellness hub.”
A report by Airports Council International on Tuesday showed that Changi Airport was the fourth-busiest hub globally for international movements in 2025, with 69.4 million international passengers served.
