GOVERNMENTS have to take the lead in moving the world to a low-carbon future. And Singapore, because of its unique place in Asia, can play a role in this process, said BP group chief economist Spencer Dale.

"Governments have to set the incentive," he said. "There's a lot of evidence from last year that price-based policies - like carbon pricing which BP has been very strong in advocating - work, and it's up to governments to deliver them."
