The need for universal legislation on whistleblowing

WHISTLEBLOWERS expose information on wrong-doing and misconduct. Unlike other jurisdictions such as the United Kingdom, Australia and Malaysia which have general whistleblowing laws, Singapore protects whistleblowers via different pieces of legislation.
The thinking seems to be that existing legislation provides adequate protection, when in fact there are groups of whistleblowers who fall through the gaps.
