NEW YORK governor Andrew Cuomo's plan to require fast-food chains to pay workers at least US$15 an hour was challenged by a trade group in yet another skirmish in a broadening industry backlash against government regulation.

The National Restaurant Association asked a state appeals court in Albany last Friday to block the increase from taking effect, saying that the hike was imposed by a panel handpicked by Mr Cuomo that did not include representatives of the fast-food business and targets a single sector of one industry.
