SINGAPORE's commitment to reducing the intensity of its greenhouse gas emissions will not be conditional on a global agreement being reached in Paris, said Foreign Minister Vivian Balakrishnan on Friday, as he outlined how the city-state plans to do this across industries and households and in sectors such as transport and building and construction.
