COP30: Singapore, Thailand looking to launch call for carbon project applications in Q1 2026

They have released a list of carbon crediting programmes and methodologies that meet the requirements for the international transfer of carbon credits

    [SINGAPORE] Both Singapore and Thailand are looking to launch a call for carbon project applications in the first quarter of 2026.

    This comes after they released on Tuesday (Nov 18) a list of carbon crediting programmes and methodologies that meet the requirements of both countries for the international transfer of carbon credits.

    Singapore and Thailand had signed a carbon credit transfer agreement in August this year, which sets out a framework for the generation and international transfer of carbon credits to Singapore from carbon mitigation projects in Thailand.

    The credits generated and transferred as part of this agreement will have to be aligned with Article 6 of the Paris Agreement, which governs rules on the bilateral and international transfer of carbon credits. 

    Under Article 6,Thailand will have to increase its reported emissions by the amount of carbon credits it has transferred to Singapore, to avoid double counting. One carbon credit represents a reduction or removal of one tonne of carbon dioxide equivalent.

    The National Climate Change Secretariat, the National Environment Agency, the Ministry of Sustainability and the Environment, as well as the Ministry of Trade and Industry said in a joint media release on Tuesday that the publication of the eligibility list will provide clarity to project developers who plan to utilise the bilateral agreement to develop high-quality carbon projects in Thailand.

    The eligibility list was unveiled by Singapore’s Minister for Sustainability and the Environment Grace Fu, as well as Thailand’s Deputy Secretary-General to the Prime Minister for Political Affairs, Patranant Thongprapan, at the sidelines of the United Nations climate change conference currently ongoing at Belem, Brazil, otherwise known as COP30.
