EMA issues second request for proposal for electricity imports

SINGAPORE’S Energy Market Authority (EMA) has issued a second request for proposal (RFP) for electricity imports, as part of its plans to import up to 4 gigawatts (GW) of electricity by 2035 to decarbonise the energy sector.

In a press statement on Friday (Jul 1), EMA said this RFP will be combined with the first RFP issued in November 2021, which attracted 20 proposals to supply electricity from 4 countries — Indonesia, Laos, Malaysia and Thailand.

Under the first RFP, EMA had sought to import around 1.2 GW of electricity from 2027 onwards.

However, the statutory board said it had received requests from participants in the first RFP for more time to develop their proposals.

Proposals that have been submitted under the initial RFP will automatically be considered under the new RFP, EMA said.

The deadline for submission of proposals under the new RFP will be at 3 pm on Dec 29, 2023. EMA added that it remains on track to meet its import target of 4 GW by 2035.

EMA said electricity importers may submit non-binding proposals as an expression of interest for preliminary discussions before developing their proposals further for final submission.

It added that it may also award conditional approvals to viable and attractive proposals at any time during the RFP process.

Under the new RFP, potential importers will have to demonstrate their supply reliability, credibility, track record, cost-competitiveness and ability to supply and manage the carbon output of their power generation supply.

Proposals for electricity supplied using coal-fired generation technologies will not be accepted, EMA said.
