SMALL businesses and middle-income aspiring homeowners could stand to benefit the most from new tax and housing policies announced by Hong Kong Chief Executive Carrie Lam on Wednesday.
In a 40 minute speech before legislators, Mrs Lam, who was inaugurated as the city's first female leader in July, unveiled key elements of her maiden Policy Address, including details on her widely-anticipated "starter homes" scheme.
