    FINANCE Minister Heng Swee Keat on Tuesday spelt out three crucial elements which will be key to helping Singapore navigate an increasingly complex and unpredictable future.

    These are: clear values, good governance and leadership, as well as building high levels of trust both within Singapore and externally.
