Middle-class residents given a shot at owning private housing; tax initiatives include deductions aimed at boosting R&D and a two-tier profit tax system set to benefit SMEs

SMALL businesses and middle-income aspiring homeowners could stand to benefit the most from new tax and housing policies announced by Hong Kong Chief Executive Carrie Lam on Wednesday.
In a 40 minute speech before legislators, Mrs Lam, who was inaugurated as the city's first female leader in July, unveiled key elements of her maiden Policy Address, including details on her widely-anticipated "starter homes" scheme.
