THE International Civil Aviation Organization's (ICAO) scheme to cap carbon dioxide emissions from the aviation industry will take off after the majority of member states gave it the thumbs up, despite resistance from some quarters.

The deal was put to a vote at the 39th ICAO Assembly in Montreal, where 191 member states were gathered. Aviation was excluded from the Paris Agreement because of the cross-border nature of flights.
