Manila raises security level to 'red' ahead of Apec leaders' arrival

THE Philippines has upgraded its security level from "blue" to "red" in the wake of last Friday's deadly terror attacks in Paris, ahead of the arrival of world leaders for an economic summit in Manila this week.
United States President Barack Obama and Singapore Prime Minister Lee Hsien Loong are among the 17 heads of state or government flying to the Philippine capital for the annual Asia-Pacific Economic Cooperation (Apec) summit.
