THE main contractor involved in the Pan-Island Expressway (PIE) viaduct collapse in mid-July was awarded the tender even though it was deemed to have a low safety performance score, Parliament was told on Tuesday.
Days before the fatal incident at Upper Changi Road East that killed one worker and injured 10 others, Or Kim Peow Contractors (OKP) was convicted over a separate fatality at a Yio Chu Kang work site in 2015.
