PENANG has launched a RM20 million (S$7.4 million) scholarship scheme in an effort to stem as well as reverse the outflow of talent from the state.
Chief Minister Lim Guan Eng, in launching the Penang Future Foundation (PFF) scholarship scheme last week, said it was part of the state's efforts to nurture Penang as a talent hub.
