A RUSSIAN Cultural Centre that houses a Russian Orthodox Church will rise at an empty plot of land in Rangoon Road near Little India, a symbol of Russia's growing ties with Singapore.
The ground-breaking ceremony for the project was officiated yesterday by Russia's President Vladimir Putin and President Halimah Yacob, with the unveiling of a large cornerstone by the two leaders.
