Trump surveys devastated Texas as Harvey rages on

    PRESIDENT Donald Trump visited Texas on Tuesday to survey damage from the first major natural disaster to test his leadership in a crisis, as record rainfall from Tropical Storm Harvey lashed Houston and tens of thousands of people fled deluged homes.

    The storm in the Gulf of Mexico has brought catastrophic flooding to Texas, killing at least 13 people and paralysing Houston, America's fourth most populous city. With damage expected to run well into the tens of billions of dollars, it will rank among the costliest US natural disasters.
