World leaders wait to see who speaks for Trump

Tillerson, Mattis, Spence will make their first European trips for G-20 meeting and Munich Security Conference

WHO speaks for Donald Trump on foreign affairs? Is it Secretary of State Rex Tillerson? Vice-President Mike Pence? Or the president's Twitter account?

The world will look for answers this week at two diplomatic gatherings drawing Mr Tillerson, Defense Secretary James Mattis and Mr Pence on their first European trips since taking office. They have all contradicted, walked back or tempered some of their boss's assertions and in the latest twist, National Security Adviser Michael Flynn resigned in a controversy about his contacts with Russia.
