    PARTY-GOERS and tourists love Berlin, the capital of techno and home to a vibrant art scene.

    But behind the trendy facade lies an overstretched adminstration battling chronic understaffing and drastic cost cuts. The heavily indebted German capital has been on an austerity drive for the last 15 years, leaving some public services in a shamble.
