A FRIEND of mine worked for many years on the staff of former senator Joe Biden, when the then-lawmaker from Delaware served as chairman of the Senate Foreign Relations Committee. And whenever we talked about her boss, it was always the same: "Joe is the nicest guy in the world," she kept telling me.
