Help investors stuck with delisted shares

IT is long overdue for the Singapore Exchange to gather feedback from market players on the various issues that crop up in our stock market from time to time. One issue that is not sufficiently addressed is that of delisted shares. I am sure there are many investors out there who are stuck with shares that have been delisted. I, for one, am an unfortunate investor of Teledata shares which have been delisted.

When I bought the shares a few years ago, the company report showed a positive NTA (net tangible asset) and cash balances, with a profitable business in South Korea.

Just before delisting, there was some heavy selling, presumably by its major shareholders and insiders. Since being delisted, the company has been uncontactable while SGX says it has no jurisdiction and does not deal with delisted companies. Why delist companies, which harm investors' interests, in the first place?
