ALMOST every American who went through the public school system probably recalls the informative and entertaining class, "How a Bill Becomes a Law", which usually included the screening of a cartoon that tried to simplify what was really a very complex legislative process.
In fact, as an (adult) reporter starting to cover Washington, it took me quite a while to figure out that it actually takes a very long time before a bill is turned into a law, and it all is very, very boring, and involves hard work of negotiating and re-negotiating, and that most of the bills introduced by lawmakers never reach the desk of the president for signature.
