Taxi drivers as couriers?

Earlier this week, the Land Transport Authority (LTA) initially said taxi drivers and private-hire drivers cannot be couriers or deliverymen for goods if there is no passenger on board.

Yet the National Taxi Association has lobbied for the rule to be changed, noting delivery services would be a complementary business, and would not adversely affect taxi availability.
