US 'muddling through' in search of a doctrine

Its presidents have been unable to come up with a coherent foreign policy doctrine since the Cold War to replace the one that was pursued during confrontation with the Soviet Union

    IT always seems to happen a few months after a new American president takes office and as he responds to international crises and delivers addresses that outline his views on global affairs. Pundits in Washington and other world capitals start debating whether the new White House occupant has a foreign policy "doctrine" or "grand strategy".

    And usually that search for a "doctrine" takes place when the new American president travels in September to New York to welcome and schmooze with world leaders during the annual meeting of the United Nations General Assembly, and to deliver speeches that are supposed to enunciate his vision of US national interests in the world.
