MODERN politics is all too often consumed by immediate economic and political priorities. However, the 27 presidents and prime ministers in the European Union (EU) will attempt to take a rare step back on Thursday and Friday (Jun 27-28) at the European Council summit with a five-year, strategic horizon to 2029.

To be sure, burning issues like the precarious political situation in the Middle East, immigration and the Ukraine war will be on the agenda. In part, this is because of the passage this week of a 14th package of sanctions on Russia which includes a ban on re-exports of Russian LNG via EU ports, but doesn’t affect EU imports, and new LNG project investment is banned.

However, much of the agenda will be on the medium term after the European Parliament elections earlier this month. The 27 presidents and prime ministers are expected to adopt the so-called strategic agenda 2024-2029, a policy plan that sets the EU’s direction and goals in the second half of the decade.
