Manhattan condo project is first to test New York's affordable housing rule

    A SMALL parking lot between 17th and 18th Streets, just off Avenue of the Americas in Manhattan, has become an unlikely focal point in a battle over the future of mayor Bill de Blasio's affordable housing plan.

    A developer wants to build a 17-storey, 62-unit condominium project on the lot, incorporating an adjacent four-story tenement and five-storey loft building, home to Adorama, the venerable camera shop.
