Art installation "Breathing Lights" seeks to make statement about blight across poor neighbourhoods

ON a recent evening, Cameron Payne found himself walking along outside a row of empty and deteriorating homes and businesses in his neighbourhood, but suddenly their windows were lit.
"This is so much better," Mr Payne, 54, said of the illuminated buildings on Henry Johnson Boulevard in the Arbor Hill neighbourhood of Albany. "It's mesmerising."
