THE Singapore Land Authority (SLA) and Sport Singapore (SportSG) have launched a tender for the state property at 102 Ulu Pandan Road on Wednesday.
The property will be used to meet sports and recreational needs of residents in the area, as well as the general public, the two entities said in a joint statement. This marks the first collaborative effort by SLA and SportSG for a joint tender to convert a state property for sports use.
102 Ulu Pandan has a land area of 44,643 square metres, and was originally part of the Ulu Pandan camp at 100 Ulu Pandan Road. Previously, the site was tenanted to Garden City Management for hostel use from February 2017 to November 2020.
The statement stated that SLA has re-parcelled the site into two facilities - one for hostel use and another for sports use. SLA has also provided dedicated road access for each facility. Further, it mentioned that while the sport facility site is now open for tender, SLA will launch the site for hostel use later in the year.
This joint tender serves as a pilot to assess the response and launch of additional state property sites for sports use.
According to the two entities, the price-quality tender used for this tender will allow for a more holistic assessment of the bids with 60 per cent of the overall score for the quality of the concept, and 40 per cent for the bid price. The two entities will use the quality component as a key consideration in their assessment for the tender award.
