US abandons plan to swap obsolete buildings

The GSA had been negotiating with developers for swaps of two buildings, including the Cotton Annex, 118,000 square feet on 12th Street SW that has been empty for more than eight years.

THE federal government is abandoning a plan to trade some of its most obsolete buildings along Independence Avenue, south of the Mall, after officials said they were unable to come to an agreement with developers.
