Adele Tan to replace Lim Eng Hwee as URA CEO; Yvonne Lim to be chief planner
The appointments are effective from Sep 1
[SINGAPORE] Urban Redevelopment Authority (URA) chief executive officer Lim Eng Hwee will step down from his role on Aug 31, with the board’s current deputy CEO and chief planner, Adele Tan, set to replace him.
Group director for physical planning Yvonne Lim will subsequently assume the deputy CEO and chief planner positions, URA and the Ministry of National Development (MND) said on Friday (Mar 20).
The new appointments will go into effect on Sep 1.
Lim Eng Hwee, 60, has been URA’s CEO since 2017. The authority noted that under his leadership, it delivered the Draft Master Plans 2019 and 2025, as well as the Long-Term Plan Review (LTPR) 2022.
During his tenure, URA also advanced plans for several business nodes and new growth areas across the island, such as those for Jurong Lake District and Paya Lebar Air Base, as well as the rejuvenation of Orchard Road.
He also “advanced the use of data and technology to better support decision-making”, said MND and URA. This led to URA being designated as the Whole-of-Government Urban Planning & Design Technology Centre of Excellence.

MND and URA noted that his appointed replacement, Tan, steered the review of the Draft Master Plan 2025 and helped formulate LTPR 2022. The 52-year-old was previously chief infrastructure planning officer at MND.
The incoming deputy CEO and chief planner, Yvonne Lim, 49, led the design and delivery of two Master Plan reviews and was seconded to MND for a period, said the ministry and URA.
