EMA, MPA call for proposals to develop power generation and bunkering solutions
THE Energy Market Authority (EMA) and the Maritime and Port Authority of Singapore (MPA) are inviting proposal submissions under an expression of interest (EOI) to build, own and operate low or zero-carbon power generation and bunkering solutions on Singapore’s Jurong Island.
This comes as part of a key thrust of Singapore’s National Hydrogen Strategy, which is to experiment with the use of advanced hydrogen technologies that are on the cusp of commercial readiness, said both parties on Monday (Dec 5). The strategy was launched at Singapore International Energy Week 2022.
Interested parties may visit either the EMA or MPA website to view the EOI document and submit their proposals by 11.59 pm on Apr 30, 2023. Queries should be submitted no later than Jan 16, 2023.
Both authorities will assess the EOI and may launch a request for proposal, based on the EOI’s returns, to implement the subsequent project. They may also approach EOI participants to negotiate awarding the project directly without going through a request for proposal.
The EOI will allow Singapore to explore the use of low or zero-carbon fuels such as hydrogen and ammonia for power generation; assess the viability of such projects; and support the development of the safety standards, regulations and ecosystem needed.
Low or zero-carbon hydrogen will support Singapore’s decarbonisation efforts and goal to achieve net-zero emissions by 2050, while low or zero-carbon ammonia may have multiple end-use pathways for power generation and bunkering.

EMA chief executive Ngiam Shih Chun highlighted the potential for both hydrogen and ammonia to be “a needle-moving decarbonisation solution” for the power sector. He also suggested the possibility of the EOI leading to “what could possibly be the world’s first low or zero-carbon ammonia solution for power generation”.
Close collaboration between the public and private sectors is critical to accelerate decarbonisation in the maritime industry, added MPA chief executive Teo Eng Dih.
Said Teo: “MPA hopes to partner those who are committed to building up the global supply chain for low or zero-carbon fuels, including ammonia, with Singapore as a key bunkering hub.”
Beyond the power and maritime sectors, both low or zero-carbon hydrogen and ammonia are also “promising decarbonisation pathways” for the city-state’s energy, chemicals and aviation sectors, said EMA and MPA.
