Enterprise Singapore deputy CEO to helm Workforce Singapore as its chief moves to Tote Board
DILYS Boey, currently deputy chief executive officer for industry clusters at Enterprise Singapore, will helm Workforce Singapore (WSG) from Jul 1, as the government agency’s first chief executive Tan Choon Shian will be moving on to lead the Singapore Totalisator Board (Tote Board).
Tan, who led WSG for six years, will succeed the Tote Board’s chief executive of nine years, Fong Yong Kian, from Jul 1 as well.
The changing of the guards was announced in separate press releases by the Ministry of Manpower (MOM) and Ministry of Finance (MOF) on Wednesday (Mar 29).
Before her current position at Enterprise Singapore, Boey was a partner at EY where she was also people advisory services leader.
MOM noted that she has more 25 years’ experience in management consulting and corporate development roles in the private sector, including global firms Intel Technology and Arthur Andersen, apart from EY.
During her more than 16 years with EY, Boey led the people consulting practice across South-east Asia, working with private and public sector clients to build their organisations and workforce development strategies, MOM added.

Meanwhile, MOF said Tan joined WSG in October 2016 after serving as principal and chief executive officer of Singapore Polytechnic. Prior to his appointment at the polytechnic, he was deputy managing director of the Singapore Economic Development Board (EDB).
His career at EDB spanned nearly 20 years, MOF noted. There, he held key appointments including deputy managing director of global operations from 2009 to 2012, and assistant managing director (Asia-Pacific) from 2007 to 2008, the ministry added.
MOF also pointed out that Tan, as WSG chief executive, played a pivotal role in formulating long-term strategies, catalysing innovation to help jobseekers and enterprises, and instituting necessary organisational changes to overcome workforce challenges. “Under his leadership, WSG became a key stakeholder in the employment facilitation ecosystem,” it added.
MOF said that under Fong’s leadership, the Tote Board has developed a more collaborative and outcomes-based approach to create greater social impact, and expressed its “deepest appreciation” to him for his dedication and contributions.
