PUB, Singapore’s national water agency, has launched a tender for the development of a 55 megawatt-peak (MWp) floating solar photovoltaic (FPV) system at Pandan Reservoir.

The tender, which will close on Sep 26, involves engineering, procurement, construction, operation and maintenance of the FPV system.

This will be PUB’s second large-scale FPV project, following the one at Tengeh Reservoir in 2021, which has a slightly higher capacity of 60 MWp.

The upcoming FPV is scheduled to be completed in 2028. There are plans to install floating solar panels on Pandan Reservoir’s surface, which will cover 22 per cent of the reservoir space

The system aims to generate enough solar energy to power 16,000 four-room HDB flats. It will also help to reduce carbon emissions by about 27 kilotonnes annually, equivalent to removing 5,800 cars from the road.

PUB started actively installing solar photovoltaic systems on the roofs of Singapore’s water infrastructure and the surfaces of reservoirs in 2015.

These include small-scale pilots at Bedok Reservoir and Lower Seletar Reservoir, as well as systems on the roofs of Bedok Waterworks and Changi Water Reclamation Plant.
