Singapore names five new Iras board members; four are re-appointed

    [SINGAPORE] The Republic’s Minister for Finance and Prime Minister Lawrence Wong has appointed five new members to the board of the Inland Revenue Authority of Singapore (Iras). Their terms take effect on Monday (Sep 1).

    The new board members are Vincent Chong, group president and chief executive officer of ST Engineering; Lawrence Goh, head of group technology and operations at UOB; Blossom Hing, senior counsel, director of dispute resolution and co-head of corporate restructuring and workouts at Drew & Napier; Lee Chee Koon, group CEO of CapitaLand Investment; and Puah Kok Keong, chief executive of the Energy Market Authority (EMA).

    They replace Darren Tan, Seah Chin Siong, Sarjit Singh Gill, Wong Kim Yin and Ngiam Shih Chun, whose current terms end on Sunday.

    The Ministry of Finance added that UOB board director Dr Chia Tai Tee; ISGN Venture’s co-founder and director Fazli Mansor; DBS’ managing director and head of group human resources Lee Yan Hong; and KPMG China’s former national head of governance, risk and compliance services and sector head of life sciences Woo Li Fern were re-appointed.

    Who are the new board members?

    Chong assumed the role of ST Engineering group president and CEO in 2016, having been at the company for two years at that point. He then served on the Emerging Stronger Taskforce, aimed at helping Singapore stay economically resilient in a post-Covid-19 world; he is also a member of the economic strategy review committee on global competitiveness.

    Fellow new board member Goh joined UOB in 2016. He oversees the global technology infrastructure and operations for the bank, and has more than 30 years of technology experience in banking, telecommunications and technology consulting.

    Drew & Napier’s Hing has been at the law firm since 1997, and was appointed senior counsel earlier this year. She is also the director for dispute resolution and co-head of corporate restructuring and workouts.

    CapitaLand Investment’s group CEO Lee has been at his post since 2021, having previously been the president and group CEO of CapitaLand Group for three years. He joined CapitaLand in 2007, having held the positions of CEO at The Ascott Limited and group chief investment officer at CapitaLand.

    The fifth new board member, Puah, is the chief executive of EMA. He was the deputy secretary for policy at the Ministry of Home Affairs from 2016 to 2024. There, he oversaw policy development, strategic planning, resource management, international cooperation and research and statistics.
