New centre launched to help enterprises develop job redesign capabilities

    A NEW one-stop centre to help enterprises build their job redesign capabilities and transform their workforce was launched on Wednesday (Nov 15) by Workforce Singapore (WSG), in collaboration with the Institute for Human Resource Professionals (IHRP).

    The Job Redesign Centre of Excellence (JRCOE) – which will be managed by IHRP – will provide industry expertise and resources to facilitate the adoption of job redesign among enterprises.

    It intends to leverage the wider community of HR professionals and will develop resources such as step-by-step sectoral playbooks as well as capability development workshops.

    The centre’s launch was announced at the 2023 People Behind People Forum, IHRP’s annual signature event for the human resources industry. Minister for Manpower Tan See Leng was guest of honour at the event.

    Dr Tan said: “Job redesign will be needed to make sure that technology is used effectively, with tasks and roles adjusted to fit the changing work environment in a precise manner.

    “It will be critical to optimising any organisation’s human potential, to meet ever-increasing employees’ aspirational needs, improve overall employee talent retention, and continue positive encouragement and engagement.”

    The JRCOE will be guided by a job redesign expert panel consisting of leaders from the Ministry of Manpower (MOM), National Trades Union Congress and Singapore National Employers Federation, as well as academics and professionals from the human resources, legal and business communities.

    The panel will share success stories of job redesign within their own organisations, as well as industry-relevant insights and best practices in job redesign. This is on top of providing guidance to enterprises on existing capability development initiatives they can tap to transform their workforce.

    IHRP will also facilitate the adoption of job redesign for enterprises through engagements with trade associations and chambers (TACs) and the HR professionals community.

    Over 20s TACs, including the Singapore Business Federation, Singapore Manufacturing Federation and Singapore National Employers Federation, have pledged their support for the JRCOE, and will be reaching out to member companies to encourage them to incorporate job redesign in their HR practices.

    WSG’s chief executive Dilys Boey said: “Human capital is the cornerstone of a successful enterprise transformation. The JRCOE would be a stepping stone for enterprises to kick-start their job redesign journeys, and for the HR community to lead the charge in job redesign for their organisation.”

    Separately, MOM announced at the forum that it has rolled out the Alliance for Action (AfA) on Widening Access To Talent to help employers.

    The AfAs are industry-led coalitions supported by the government that prototype business ideas or find solutions to common challenges in Singapore.

    The AfA on Widening Access to Talent brings businesses and HR leaders together to co-create solutions in two areas. First, it aims to help employers develop skills-based hiring practices to hire talent with transferable skill sets. Second, it aims to enhance talent retention and career mobility within firms through skills-based workforce development practices.

    The AfA will focus on ideating and testing solutions in three sectors – manufacturing, information and communications technology, as well as retail. It will work with key stakeholders such as the IHRP, Singapore Manufacturing Federation, SGTech and the Singapore Retailers Association in these sectors to do so.

    The AfA will be co-led by Bicky Bhangu, president of Rolls Royce South-east Asia, Pacific and South Korea, and Aileen Tan, group chief people and sustainability officer at Singtel. It will run for six months from January 2024.
