[SINGAPORE] General Secretary of the Communist Party of Vietnam (CPV) To Lam is making his first official visit to Singapore on Tuesday (Mar 11), at the invitation of Prime Minister and Minister for Finance Lawrence Wong.

The three-day trip will mark the second visit to Singapore by a CPV general secretary, after then-general secretary Nguyen Phu Trong’s visit in 2012.

During his visit, Lam will call on President Tharman Shanmugaratnam. He will also meet PM Wong, who will host him at an official lunch. He is also expected to meet Senior Minister Lee Hsien Loong and Speaker of Parliament Seah Kian Peng.

Vietnam’s top leader will witness the exchange of several memoranda of understanding in areas such as security, digital economy and finance. He will also give a policy lecture at the National University of Singapore.

Lam will be accompanied by his spouse Ngo Phuong Ly and a high-level delegation of ministers and senior officials from Vietnam.

Lam was named general secretary of the party in August last year, after the death of Trong – his predecessor who held the position for more than a decade.

Singapore and Vietnam have maintained strong bilateral relations. Trade in goods between the two countries hit S$31.6 billion last year. As at December 2024, Singapore was Vietnam’s second-largest foreign investor by cumulative investments. It was also the largest foreign direct investor of Vietnam, with such investments reaching US$10.2 billion.
